Brian Moriguchi, Vice President
Brian Moriguchi is a 24 year veteran of the Los Angeles County Sheriff’s Department and currently holds the rank of lieutenant. He has vast experience within the Sheriff’s Department having worked four separate jails and four patrol stations. He also worked at two detective units and has traveled internationally as a hate crime specialist. He has extensive administrative experience having worked at Sheriff’s Headquarters for seven years developing policies, reviewing case law and conducting evaluations on new technology for law enforcement. He has worked both sides of the table during negotiations and meet & confers. He has been a member of the Professional Peace Officers Association for over 11 years and a Board member for four years. He is currently the President of the Los Angeles County Professional Peace Officers Association, representing over 8,500 law enforcement employees.
Bob Reed, Treasurer
Bob Reed joined the Santa Ana Police Department as a reserve police officer in June of 1976. At the time, he was still on active duty in the United States Marine Corps stationed at MCAS El Toro, California. Upon his discharge in September of 1978, he became a full time sworn officer.
During his 27 years as a Santa Ana police officer he worked Patrol, General Investigations, and Accident Investigations. However, he spent the majority of his time as a Traffic Motor Officer.
He was on the Board of Directors of the Santa Ana Police Officers Association, representing the traffic division for many years and served as the Association Vice President from 1998 to 2005. During that time he was actively involved in the Association’s Political Action Committee and served on the Wage Negotiations Team. He also represented the Santa Ana POA as an Associate Director of the California Peace Officers Memorial Foundation.
In March of 2003, the Fraternal Order of Police (FOP) Lodge 31 was chartered and Bob became the Vice President and State Trustee for the Lodge until retiring in 2005. He transferred to Los Angeles County FOP Lodge 1, and in September of 2006 was elected as the California State FOP 2nd Vice President.
Bob is currently the Director of Fundraising for the California State FOP. He represents the California State FOP as a Director of the California Peace Officers Memorial Foundation, the California Coalition of Law Enforcement Associations (CCLEA), and is Treasurer of the Golden Badge Foundation. In addition, he was recently elected as Secretary of LA County FOP Lodge 1.
Kerry Condon, Secretary
Kerry Condon is a 21 year veteran of the Anaheim Police Department and is currently the “Full Release” President of the Anaheim Police Association representing over 600 current and retired Anaheim Police Officers since 2010. He also is the Anaheim Police Officer’s Political Action Committee Chairman. Prior to being elected to Association President, he served 9 years on the association Board of Directors. He spent 4 years in Patrol, 1 year in Community Policing, 2 years as a Gang Investigator, 3 years as a Narcotic Investigator, and 10 years in detectives including the Tourist Oriented Policing Detail, Robbery Detail, Homicide Detail, and Cold Case Homicide Unit. In 2008, he was recognized by the Anaheim Police Department as Detective of the Year.
He is also the President of the Orange County Chapter of the Peace Officer’s Research Association of California, Treasurer of the California Coalition of Law Enforcement Associations, Treasurer of the Southern California Alliance of Law Enforcement, Orange County Coalition of Police & Sheriff’s Chairman, California Police Officer’s Memorial Foundation Director, and Golden Badge Foundation Director.
Tom Dominguez, Director
John Franks, Director
John Franks is a 21 year veteran and Corporal with the Santa Ana Police Department. He currently serves as the President of the Santa Ana Police Officer’s Association. Prior to being elected to Association President he served five years on the association Board of Directors. He spent 15 years as a detective assigned to Gangs, Homicide and the Career Criminal Unit. In patrol, he was a field training officer and also served 3 years with the Orange County Sheriff’s Department as a deputy assigned to the jail.
He also currently serves as the Vice-Chair of Orange County Coalition of Police and Sheriffs (OCCOPS) and President of Lodge #31 of the Fraternal Order of Police (FOP).
Roger Mayberry, Director
Roger Mayberry retired as a Lieutenant with the Los Angeles County Sheriff's Department and currently serves as Sergeant at Arms of the National Fraternal Order of Police, President of the California State Fraternal Order of Police and Past President of the Board of Directors of the California Peace Officers' Memorial Foundation.
Kevin Mickelson, Director
Kevin Mickelson is a 16 year veteran of the Sacramento County Sheriff’s Department. He currently serves as the President of the Sacramento County Deputy Sheriffs’ Association. Prior to being elected to Association President he served three years on the association Board of Directors. He spent 11 years on patrol being assigned as a field training officer and 2 years in the jail where he was assigned as a jail training officer. Prior to and during his law enforcement career he owned and was involved in several private companies.
He also currently serves as the Vice-President of the California Peace Officer memorial Foundation, President of his local association’s benevolent fund the Star 6 Foundation, and President of Lodge #7 of the Fraternal Order of Police (FOP).
James Ream, Director
James Ream is a 15 year veteran officer of the Los Angeles School Police Department. His current rank is Senior Police Officer and has been assigned as a field training officer and was a founding member of the LASPD Special Response Team. Currently he is on leave working full time for the Los Angeles School Police Association, where he has held office for over a decade, with the last 3 years as president. He is proudly serving and has served on several other boards including PORAC, the L.A. School Police Foundation and The Golden Badge Foundation.
Steve Remige, Director
Steve Remige joined the Los Angeles County Sheriff's Department in June of 1979 as a recruit in academy class #196. He has worked the following assignments: Men's Central Jail, 11/79 - 3/82; Temple City Station, 3/82 - 4/88; Juvenile Investigations Bureau/O.S.S./G.E.T. - Lennox Station, 4/88 - 5/90; and Special Enforcement Bureau, 5/90 ' Present, working as a S.W.T. member, Canine handler and Crisis Negotiator.
Deputy Remige has been an ALADS member since 1979 and a Unit Representative for 13 years, prior to being elected to the Board of Directors in 1999. He has sat on numerous member grievance review boards, and has participated in over 50 meet and confer committees for various Sheriff's Department and District Attorney Investigators issues.
Additionally he has been a member of the last three ALADS Contract Negotiation Teams. Deputy Remige is currently involved in the ALADS Political Endorsement Committee, serves as a trustee to the ALADS Blue Cross Health Insurance and Peace Officers Relief Fund. He is the current member for the Horizons 457 Deferred Compensation Plan, representing the Coalition of County Unions. He is also ALADS chairperson for the California Police and Fire Summer Games committee.
