Captain Samuel Dacus
Los Angeles County Sheriff’s Department

Captain Samuel Dacus has served in various capacities in local law enforcement for forty five years. He joined the Los Angeles Police Department in 1964 with a strong commitment to make his community a safer place and to show the human side of law enforcement. During his 26 ? years with the LAPD, he worked patrol, community relations, detectives, traffic, vice enforcement, gang enforcement, and various other assignments. In all of his assignments, he remained focused on the reasons he became a police officer. He has been rated outstanding by all his supervisors from his days as a police officer to his current
rank as a captain. Likewise, he has received commendations and awards from citizens, community organizations, and other governmental organizations for his efforts. You will find very few of these accolades displayed in his office or in his desk. However, he cherishes the many thank-you emails, cards and letters from his subordinates and their family members; he maintains and shares with others. His greatest joy is knowing that he has helped save careers and played a significant role in many promotions.

In 1991, Captain Dacus retired from LAPD and joined the Los County Rapid Transportation District (now the Metropolitan Transportation District) as a captain. In 1997, he became a member of the Los Angeles County Sheriff’s Department in a merger with the MTD. A review of his MTA evaluations and those he has received since joint the LASD, convincingly shows that he has not deviated from his original goals. In addition to the primary responsibilities of his respective positions, he was involved with his subordinates and co-workers in areas outside of the traditional duties of his positions. A common theme in his evaluations from the time he was a police officer until now is that he displays a genuine concern for others.

He immediately responds to the needs of his subordinates and fellow workers both on duty and off duty. He organized and participated in work projects at the homes of his employees. He provided tutoring for his employees children in his office and to children in the community during his off-duty time. He has an open door policy and spends a great deal of time with his subordinates providing advice and assistance with on-duty and off-duty concerns. He even provides financial assistance when needed. He recently received the Los Angeles Sheriff's Department Leadership Award. He received a Distinguished Program Award from the Director of the California Youth Authority for his involvement with at-risk children. He received an award
from the organization "Holy Helping Hands" for his financial support for that organization. He received Certificate of Recognition from Honorable Ronald S. Calderon, member of the California State Legislature for his financial support of the Montebello Legends, Montebello’s girls’ softball team.

He has received numerous commendations for his support for the LASD's Sheriff Department “999 for Kids" program. In addition, he has received numerous recognitions for his support for the Baker/Vegas law enforcement relay race.
To fulfill his desire of showing the human side of law enforcement, he became a member of St. Mark United Methodist Church located in South Central Los Angeles in 1965. He became active with the Clergy/Police organization in his area of assignment. Below are some of his involvements at his church:
Served in numerous leadership roles; currently Finance Chair. Also a current member of several committees.
• Sponsored fund raisers at church to purchase van, two electronic pianos, a roof for the church and adjacent property.
• Several years ago, after receiving an estimate of approximately $10,000 to install a new sprinkler system at his
church, he volunteered to do the work himself. It took him several months, working at night and on the weekends, but he was
successful in repairing the system and, to this date, he continues to maintain the system and the church lawn.
• Maintains the church's PA system and musical instruments.
• Purchased commuters and printers and established a computer lab.
• Transported youths to various activities.
• Participated as a math tutor at his church for children having difficulty with that subject
• Purchased computers and provided financial for children and youths at St. Mark.
• Contributes to the church's scholarship fund.
• Provided the necessary manual labor and finances to help maintain the church and its adjacent properties.

OTHER ACTIVITIES
He is named as the Trustee for the Marguerite P. Justice Trust (Ex-LAPD Police Commissioner) and is
currently in control of her affairs. He is one of the primarily caretakers of another senior citizen. He provides financial assistance to a number of youths in California, Texas and Tennessee. He recently provided fund to feed a child sponsored Feed The Children for one year. He makes yearly contributions to Africa University.

Captain Dacus and his wife Bettye are the proud parents of three adult children. Two of their own and the third one is the son of a relative, however, he has been in their custody since he was a few months old. Sam and Bettye are currently assisting another relative care for a extremely active and adorable two-year-old boy. He spends several days a week with the Dacus'.

Sergeant Bob Guinan
San Francisco Police Department

Sergeant Bob Guinan has over 32 years of loyal and dedicated service to the San Francisco Police Department. He served with distinction at Ingleside, Northern, Mission, and Taraval stations, as well as Narcotics, Vice, Special Investigation, Fraud, and Night Investigation Divisions. Bob has been married to his wife, Patricia, for 30 years, and they have two children, Robert and Ryan.

During Bob's tenure with the SFPD, he has been instrumental in numerous community organizations and has tirelessly worked to raise hundreds of thousands of dollars for community charities. Sergeant Guinan is well known for his work with the Special Olympics Torch Run, and has raised over $250,000 for the Special Olympics organization. Since 1968, Special Olympics has been bringing one message to the world: people with intellectual disabilities can and will succeed if given the opportunity.
Bob, through his efforts, has given many people with disabilities the opportunity to bring their torch through the city streets of San Francisco safely. He does this organizing on his own time, and with no compensation other than that of knowing that he has boosted the self-esteem of these athletes.

As for the real Olympic torch, Bob had a hand in that moving through San Francisco as well. When global protests threatened the Olympic torch runners' safety in cities everywhere, Bob single-handedly rerouted the torch on its run through San Francisco, so that the runners would be safe, but also so that the citizens of San Francisco would still have an opportunity to host and view the torch without adverse effects. This rerouting was done on the spur of the moment; as city leaders and Olympic officials were almost decided to abort the run entirely, Bob offered to reorganize the route to mimic the one that he uses annually for the Special Olympics torch. In ten minutes, the plan was set and the torch went safely through the city. This
set the stage for the torch runs to remain scheduled for subsequent cities.

Another organization that Sergeant Guinan donates his time and efforts to is the Make-a-Wish Foundation. Since 1980, the Make-A-Wish Foundation has given hope, strength and joy to children with life-threatening medical conditions. From their humble beginnings with one boy's wish to be a police officer, they have evolved into an organization that grants a child's wish in the U.S. every 40 minutes. Bob conceived of and annually organizes an event called "SFPD Challenge," where teams obtain sponsors and compete in events such as a Cable Car Pull and Plunge in the Bay, with all sponsored donations going to Make-a- Wish. This event annually earns tens of thousands of dollars to grant wishes to kids in need.

A number of years ago, while Bob was working on Christmas Eve, a family in his district had their home burglarized and all of their Christmas gifts and dinner items stolen. Quickly and with no fanfare, Bob coordinated efforts of the officers in his station to collect money to replace the gifts and food stolen from the family. This is typical of Sergeant Guinan's quick and constant dedication to the deserving people of the community in which he works.

Bob organizes Law Enforcement Baseball Night and Basketball Night, with proceeds from these events going to the California Police Officers Memorial Foundation and Bay Area Law Enforcement Assistance Fund (of which he is also a Director).

For his lifetime of selfless commitment, generosity, and service to the San Francisco P.D. and the community, we are proud to present Sergeant Bob Guinan with the 2009 Golden Badge Foundation, Lifetime Achievement Award.
