Special Agent Supervisor Carl S. Estelle is with the California Department of Justice Bureau of Narcotics Enforcement’s San Francisco office. An eighteen-year veteran, Special Agent Supervisor Carl S. Estelle begins his career with the Oakland Police Department.
Estelle is best remember for his excellence as an undercover buy officer as evidence by an incident that took place in 1988. Working a tip on the location of a rock cocaine dealer, Estelle approached the apartment location which was closely guarded by an adult male carrying a .357 magnum. Customer Estelle approached the man who pointed the gun at him and proceeded to answer several questions only a true customer or undercover cop would know. Estelle answered the question and proceed to make the purchase. Upon leaving, he jammed the door open so that his team could return and make arrest.
A significant number of regional investigations continued for Estelle, first with the Oakland Police Department, then the Alameda County Narcotics Task Force, the drug Enforcement Administration and Federal Bureau of investigation. In 1996, Estelle was recruited by the State of California Bureau of Narcotic Enforcement. He continued to work high profile cases and strive to promote interagency relationships and in 1997 handled a major kilogram cocaine trafficking organization.
He was promoted to Special Agent Supervisor in November, 2000 and continued to lead major investigations and serve as an expert consultant on narcotics enforcements issues.

Richard Camps California Department of Justice Bureau of Narcotics Enforcements San Jose Exemplary Performance Award
Special Agent Supervisor Richard Camps 8-year career in law enforcement has taken him from San Mateo Police Department, through the Drug Enforcement Administration and its offices throughout the Southwestern United States and Mexico to his current assignment with the Bureau of Narcotic Enforcement in the San Jose office. He serves as a supervisor of the California Methamphetamine Strategy and Clandestine Lab Teams. He is a founding member and supervisor of the South Bay Methamphetamine Task Force. The task force investigates and processes approximately 90 labs a year, including a significant number of Super Labs – defined as having the capacity to produce ten pounds or more of finished products. These are generally operated by Mexican national drug trafficking organizations. Special Agent Camps was also a founding member of the California Precursor Committee and National Methamphetamine Chemicals Initiative, both of which deal with distribution of precursor chemicals used to manufacture controlled substances.
Among Special Agents Supervisor Camps’ career highlights is his bust in 1972 of a large drug trafficking operation organized by the San Jose Chapter of the Hell’s Angels. Camps was also involved in two major conspiracy investigations designed by DEA. These involves the gathering of evidence and intelligence information to corrupt high-level Mexican officials and major heroin, cocaine and marijuana importers and distributors operating in the U.S. and Mexico. Camps has also been the lead agent in charge in multiple investigations from Bakersfield to San Francisco Bay Area, effectively dismantling large and complex organizations, and large high volume producing labs.

David W. Lundgren Hayward Police Department Exemplary Performance Award
David W. Lundgren is a 15-year veteran of the Hayward Police Department who has served as a patrol officer, traffic officer and as a narcotic investigator both in the Hayward Police Narcotic Unit and the Alameda Narcotic Task Force.
Officer Lundgren has been a lead officer on his Department’s Tactical Narcotic Team and Gang Enforcement Team. During the period of the time investigating gang activities, he has found time to lecture high school students on the subject of gang awareness.
After working in the traffic bureau for five years, Officer Lundgren was selected and transferred to the Narcotic Unit. He worked undercover on four street buy programs that were presented to the Alameda County Grand Jury and resulted in the indictments of 125 suspects and an almost 100% conviction rate. As part of the Alameda County Narcotic Task Force, Officers Lundgren has completed six investigations the resulted in the seizure of 13 kilos of cocaine, 10 pounds of crystal meth, five pounds of methamphetamine, over $100,000 in cash and several vehicles.
